Homeownership Counseling Services - Choose to Own Program (RFP)

The Chicago Housing Authority is seeking a qualified HUD‑approved counseling agency (or joint venture) to provide a comprehensive home‑ownership counseling continuum for participants in the Choose‑to‑Own (CTO) program across the City of Chicago. Services include credit‑repair counseling, a minimum eight‑hour HUD‑certified pre‑purchase curriculum, lender‑approval assistance, down‑payment‑assistance coordination, post‑purchase counseling, workshops, and foreclosure‑intervention, with reporting and documentation requirements. The contract is a firm‑fixed‑fee, two‑year base term with three optional one‑year extensions, and must meet mandatory MW/DBE and Section 3 participation thresholds. • Deliver credit‑repair, budgeting, and pre‑purchase education (≥ 8 hrs) to eligible participants. • Provide lender‑pre‑approval support, down‑payment assistance guidance, and post‑purchase counseling (up to four sessions). • Conduct workshops, maintain participant files, and submit monthly performance reports. • Comply with HUD certification, MW/DBE ≥ 30 % participation, and Section 3 ≥ 25 % labor‑hour requirements.
