Description
The Texas Water Development Board (TWDB) is seeking responses to this Request for Qualifications (RFQ) for the award of services contracts to assist eligible water and wastewater systems in improving their financial, managerial, and technical capacities. The selected contractors will provide technical assistance services, including evaluation of existing operations, development of financial accounting systems, rate studies, and water conservation plans. The contractors will also assist with completion of project information forms and financial assistance applications submitted to TWDB. The scope of work includes determining entity support for proposed projects, developing water conservation plans, completing project information forms, and providing assistance with state revolving fund procurement requirements. The contractors will be selected based on their experience, knowledge, and qualifications.
• Technical assistance services to improve financial, managerial, and technical capacities of water and wastewater systems
• Evaluation of existing operations and development of financial accounting systems
• Rate studies and water conservation plans
• Assistance with completion of project information forms and financial assistance applications
• Knowledge of water and wastewater system operations and maintenance compliance with applicable regulatory requirements
• Experience in financial management of water and wastewater systems
• Experience in reviewing and interpreting federal regulations, Texas Government Code, and Texas Water Code
