Description

Brunswick County is seeking a qualified contractor to provide comprehensive household hazardous waste (HHW) collection, identification, segregation, packaging, transportation, treatment, recycling, and disposal services for residents county‑wide. The contractor must operate under strict federal, state, and local regulations (DOT, EPA, OSHA, RCRA), supply all necessary containers, PPE, and spill‑control equipment, submit detailed manifests and waste‑quantity reports, and provide an annual HAZWOPER refresher course for county staff. Collection events are typically the third Thursday of each month, with the contractor required to remove waste from the county‑operated facility within one week of request. The contract is for an initial one‑year term with two optional one‑year renewals, and pricing must be firm for the entire contract period. • Scope includes collection of a wide range of HHW items (paints, solvents, batteries, pool chemicals, refrigerant tanks, etc.). • Contractor must handle unknown waste (≤ 5 gal containers) by characterizing and complying with DOT/EPA requirements. • Provide all shipping containers, labeling, manifests, PPE, monitoring kits, and field equipment. • Submit weekly waste listings, final disposal manifests, and a collection report to NCDEQ within 30 days of each event. • Deliver an 8‑hour HAZWOPER refresher course for county personnel. • Proposals due September 24, 2026; questions due September 10, 2026.

Budget estimate

$500,000 – $2,000,000

The contract covers collection of a broad array of hazardous household waste across an entire county, with required transportation, treatment, recycling, reporting, and training. Comparable county HHW contracts in the Southeast typically range from $500 K to $2 M per year depending on waste volume and service frequency. Assuming an average monthly collection event and a moderate waste tonnage, a reasonable estimate for the initial one‑year term is between $500,000 and $2,000,000, with potential increases if additional services or higher waste volumes are realized during the renewal periods.
