Description

The Alabama Department of Forensic Sciences (ADFS) is seeking a vendor to supply complete Sexual Assault Evidence Collection Kits that meet exact forensic specifications. The contract will be awarded to the lowest responsive and responsible bidder and will run for an initial 12‑month period with the option for up to four additional 12‑month extensions. The vendor must provide a pre‑sealed, tamper‑evident kit containing a detailed list of swabs, bags, forms, and accessories, all packaged in a custom wooden box with specific dimensions and adhesive requirements. A physical sample must be mailed to ADFS before the bid opening for approval. Delivery of kits must occur within 30 days of receipt of each purchase order, and the supplier must be able to fulfill orders on a “as‑needed” basis with no guaranteed minimum quantity.

Budget estimate

$600,000 – $2,000,000

The solicitation does not disclose a total contract value. Assuming a unit price of roughly $150–$250 per kit (typical for comprehensive forensic kits) and estimating that Alabama agencies might procure between 4,000 and 8,000 kits annually, the annual spend could range from $600,000 to $2,000,000. With a base 12‑month term and potential extensions, the total contract value over five years could be $3 million to $10 million. Therefore a reasonable budget estimate for the initial year is $600k–$2M.
