Description
The State of South Carolina Department of Public Health is seeking a qualified vendor to design, implement, and manage statewide Adult Tobacco Surveys (ATS) and Youth Tobacco Surveys (YTS) over a five‑year period. The work includes developing electronic/online survey tools, applying address‑based and probability sampling methods, weighting and small‑area estimation, conducting school‑based data collection, and delivering comprehensive final reports each year. The contract is fixed‑price, with an optional middle‑school component, and includes monthly progress and financial reporting.
• Conduct annual ATS using a blend of address‑based sampling and online panels, targeting 1,600‑2,000 completed surveys.
• Execute YTS in high schools (grades 9‑12) using a two‑stage cluster random design, with optional middle‑school (grades 6‑8) work pending DPH authorization.
• Provide all required deliverables—monthly progress reports, final data tables, codebooks, and weighted analyses—and manage invoicing on a monthly basis.
