The U.S. Government Publishing Office (GPO) is seeking a vendor to produce 6,000 certificate holders for the Western Area Power Administration (WAPA) with accompanying plastic sheets and tissue paper. The work includes one‑sided Pantone‑specified printing on supplied JCP paper stock, assembly of folded holders with interior board, green silk ribbons, and packaging for inside delivery to Lakewood, CO. The contractor must submit a press‑quality PDF proof, meet Level 3 QATAP quality standards, and ship the finished product by July 24, 2026.
• Print front cover in Pantone 295C (Blue) and Pantone 377C (Green) on specified JCP board and liner.
• Assemble folded holders (11‑½ × 8‑⅞ in.) with interior board, ribbons, clear plastic sheet, and tissue paper; include 80 “blue‑label” random copies.
• Package in ≤ 40 lb containers, label per GPO Form 905, and deliver inside to WAPA’s Lakewood, CO address by the July deadline.
