The State of Maine’s Department of Health and Human Services seeks a single vendor to provide comprehensive, statewide recruitment services for adoption, kinship, foster care, and resource families. The contractor will develop and execute a monthly evidence‑informed recruitment plan, maintain a 24/7 toll‑free line, manage outreach campaigns across five marketing domains, operate the “A Family for ME” website, and submit quarterly performance reports. The effort runs from October 1 2026 through September 30 2028 and includes mandatory technology, training, and data‑security requirements.
• Deliver a Statewide Diligent Recruitment Plan within 90 days of contract start and achieve ≥ 90 % of quarterly activity targets.
• Conduct ≥ 300 informational sessions and secure ≥ 200 applications annually, with quarterly reporting via the Provider Packet.
• Provide state‑issued laptops, access to the Child Welfare Information System, and maintain compliance with MaineIT security policies and required adoption‑competency training.
