OCC-26-189 FirstEnergy Cost of Service Expert

This solicitation seeks a qualified independent contractor to provide expert technical assistance to FirstEnergy (Cleveland Electric Illuminating Company, Ohio Edison Company, and Toledo Edison Company) for a multi‑year distribution rate and alternative regulation effort. The contractor will develop cost‑of‑service studies, determine revenue allocation methods, design rate structures, and assess bill‑impact implications for the specified cases (26‑0347‑EL‑AIR, 26‑0348‑EL‑ATA, 26‑0349‑EL‑AAM, 26‑0350‑EL‑UNC). The work is performed under a double‑envelope RFP process and is intended to support the Office of the Commission (OCC) in regulatory decision‑making. • Conduct comprehensive cost‑of‑service analysis for FirstEnergy’s distribution system. • Develop revenue allocation recommendations and rate‑design proposals. • Perform detailed bill‑impact simulations for each of the four regulatory cases. • Deliver written reports, supporting data, and presentation materials to the OCC. • Coordinate with FirstEnergy’s staff and OCC officials throughout the project lifecycle.
