Description

The State of Maine’s Department of Health and Human Services seeks a qualified vendor to deliver statewide, evidence‑based suicide‑prevention training, post‑vention response services, and an annual “Beyond the Basics” conference for the lifespan (youth through adults). The contractor must provide a full suite of basic, advanced, screening, safety‑planning, and organizational‑protocol trainings, manage post‑vention outreach for both school‑aged and adult suicide deaths, and coordinate a large in‑person conference with associated planning, logistics, and evaluation. All services are to be performed over a two‑year initial period with optional renewals, and the vendor must comply with insurance, data‑security, and reporting requirements. • Minimum annual deliverables: 10 basic awareness trainings, 20 advanced trainings, 10 screening trainings, 5 lethal‑means safety‑planning trainings, 5 “Suicide‑Safer Care” trainings, 5 organizational‑protocol trainings, 15 early‑intervention youth trainings. • Provide post‑vention response statewide (in‑person or virtual as needed), maintain a grief‑support provider database, and conduct a statewide conference (≈250 participants) 1‑2 times per year. • Submit monthly performance reports within 30 days after month‑end, maintain required insurance, and adhere to Maine Service Provider Tax and data‑privacy policies.

Budget estimate

$800,000 – $2,500,000

The solicitation does not disclose a budget ceiling, but a two‑year statewide contract that includes dozens of trainings, a major conference, post‑vention response, data management, and reporting is likely to fall in the low‑to‑mid‑million‑dollar range. Assuming an average cost of $150,000‑$250,000 per year for training delivery, conference logistics, and support services, plus additional overhead for reporting and insurance, a reasonable estimate is roughly $800,000 to $2,500,000 for the initial two‑year period. Factors influencing the final amount include the vendor’s staffing model, travel distances across Maine, and the scope of post‑vention services.
