Title V Compliance Reporting and GCCS Design, Construction & Maintenance

Escambia County Waste Services Department is seeking proposals from qualified engineering firms to provide title V compliance reporting, landfill gas system designs, and guidance and perform limited construction and maintenance activities. The services will be for a period of 3 years with the option to renew for an additional 2 years. The scope of work includes weekly flare operating reports, monthly wellfield reports, and annual flare testing, among other tasks. The proposal should include a letter of transmittal, company overview, project approach, and project organizational chart. The evaluation criteria include availability of local staff, knowledge of existing site conditions, landfill gas wellfield operating experience, and knowledge of title V permitting and reporting. • The proposal should be submitted electronically through the e-procurement portal. • The proposal should include all the required documents and information. • The evaluation process will include an initial evaluation and shortlisting, followed by an invitation to interviews and a final ranking meeting. • The contract will be awarded to the most responsive and responsible firm with the lowest responsive bid. • The contract term will be for 36 months with the option to renew for an additional 24 months. • The contractor will be required to purchase and maintain insurance coverage, including workers' compensation, general liability, and business auto liability. • The contractor will be required to provide a certificate of insurance and to name Escambia County as an additional insured on the policies.
