The City of Inglewood is seeking a qualified consulting firm to administer labor‑compliance and HUD Section 3 requirements for two major affordable‑housing projects – Community Hub @ Inglewood and Sankofa Place at Centinela. The vendor will develop and enforce prevailing‑wage, Davis‑Bacon, apprenticeship, Section 3, and local Measure A compliance programs; provide contractor education, certify payroll, monitor on‑site work, resolve violations, and deliver final close‑out certification. The work spans the full project lifecycle, beginning with program set‑up and continuing through construction and final verification, under a fixed‑price contract with a base term of two years and up to three one‑year extensions. • Administer and monitor federal, state, and local labor‑law compliance (DBRA/Davis‑Bacon, prevailing‑wage, Section 3, Measure A). • Provide contractor training, certified payroll review, on‑site inspections, and issue resolution throughout construction. • Deliver final compliance certification and documentation for both housing developments, supporting $146 M total construction value.
