Description

The County of Georgetown is seeking a Master Plan for the redevelopment of approximately 46 acres of waterfront property adjacent to the City of Georgetown. The plan should reflect the character and aspirations of Georgetown's residents, emphasize walkability, waterfront access, and placemaking, preserve and celebrate cultural and industrial heritage, integrate community engagement at every stage, and consider long-term management structure. The selected consultant team will be expected to prepare a comprehensive, conceptual Master Plan that aligns with previous planning efforts, including the Urban Land Institute (ULI) report and Clemson University architecture studio concepts. Some key points to consider: • The property is enrolled in a Voluntary Cleanup Contract (VCC) with the SC Department of Environmental Services (DES), which provides liability protection for pre-existing contamination and mandates environmental assessment and mitigation. • The site conditions include recognized environmental conditions (RECs) such as USTs, stained soils, waste storage, and potential asbestos/lead-based paint. • The Port property is part of a Multi-County Industrial Park (MCIP), allowing potential Special Source Revenue Credits (SSRCs) to offset infrastructure costs. • The site lies near a federally designated Opportunity Zone, providing tax benefits for qualifying private investment. • A pre-bid conference and site visit has been scheduled for Wednesday, October 1, 2025, at 9:30 AM ET to allow prospective teams to tour the Port property, ask clarifying questions, and better understand the site's existing conditions and surrounding context.

Budget estimate

$500,000 – $2,000,000

Given the scope of the project, which involves the redevelopment of 46 acres of waterfront property, the budget could be substantial. However, without a specific budget mentioned in the document, it's challenging to provide an accurate estimate. Considering the complexity of the project, the need for environmental assessments and mitigation, and the involvement of multiple stakeholders, a rough estimate for the budget could be in the range of $500,000 to $2 million. This estimate is based on the assumption that the project will require a multidisciplinary team of consultants, including urban planners, architects, engineers, and environmental specialists, and that the scope of work will involve a range of services, from planning and design to permitting and construction administration.
