Description

The County of Erie is soliciting a contractor to provide real‑time, co‑response behavioral‑health crisis services in partnership with the Buffalo Police Department. Licensed mental‑health clinicians will work on‑site at the BPD Behavioral Health Team office, responding to calls involving mental‑health or substance‑use crises, conducting assessments, de‑escalation, and diversion to community services. The pilot runs for one year with a total budget of $500,000 and may be renewed up to three additional years based on performance. • Provide at least two full‑time licensed mental‑health clinicians on‑site during Monday‑Friday, 8 a.m.–6 p.m. (up to five clinicians funded). • Deliver 24‑hour post‑encounter documentation and submit records within 24 hours via the County’s Clearpoint system. • Supply transportation, equipment, supervision, and maintain compliance with NY State Mental Hygiene Law and County policies; administrative costs limited to 15 % of budget. • Report operational, clinical, and quality metrics; participate in continuous‑quality‑improvement activities with ECDMH. • Contract is a one‑year pilot beginning Jan 1 2027, with renewal options contingent on performance and budget availability.

Budget estimate

$425,000 – $500,000

The RFP specifies a total budget of $500,000 for the one‑year pilot, with a maximum of 15 % allowable for administrative costs. Assuming the contractor retains the full award amount less allowable overhead, net revenue could range from roughly $425,000 (if 15 % admin expenses are incurred) up to the full $500,000. Factors influencing the final budget include the number of clinicians staffed (up to five), overtime incurred, mileage, equipment costs, and any additional supervisory or training expenses captured in the budget.
