The Veterans Health Administration is seeking a qualified contractor to provide comprehensive water‑treatment, maintenance, and monitoring services for the VA Black Hills Health Care System at the Hot Springs VA Medical Center. The work must comply with VHA Directive 1061(4), which mandates Legionella disease prevention, scald‑injury mitigation, and continuous monitoring of biocide levels, temperature, and water quality across potable and non‑potable water systems, including cooling towers and outdoor irrigation. Contractors will be responsible for developing and executing testing plans, performing routine chemical and biological analyses, documenting results, and implementing corrective actions when thresholds are exceeded. Ongoing reporting to the VHA Water Safety Management Tool and coordination with facility safety committees are required. • Scope includes installation, operation, and maintenance of water‑treatment equipment (e.g., biocide injectors, temperature controls). • Continuous monitoring of water chemistry, temperature, and biocide residuals with automated systems. • Quarterly and as‑needed Legionella culture testing of cooling towers; monthly manual verification of automated sensors. • Development of risk‑assessment and remediation plans for outdoor non‑potable aerosol‑generating systems. • Detailed record‑keeping, data evaluation, and submission of reports to VHA committees and databases. • Must adhere to federal, state, and VA-specific water‑quality standards and safety regulations.
