Description

The City of Santa Rosa is seeking a professional consulting firm to lead a two‑year, stakeholder‑driven process that will produce an implementation framework for water‑quality recovery in the Laguna de Santa Rosa watershed. The consultant will facilitate a Core Team and a ~20‑member Task Force, conduct stakeholder assessments, develop a charter, coordinate roughly 13 task‑force meetings, and prepare multiple reports—including a mid‑project report, a comprehensive program inventory, an implementation framework for the North Coast Regional Water Quality Control Board, and a final project report. An optional component is assistance with planning a “State of the Laguna” conference. • Facilitate Core Team and Task Force meetings, draft charters, agendas, minutes, and reports. • Conduct stakeholder assessments and produce a memorandum recommending Task Force participants. • Deliver a mid‑project report, an inventory of existing programs, a draft implementation framework, and a final comprehensive report; optionally support conference planning and presentation. • Work over an approximate two‑year period, coordinating roughly 13 in‑person meetings and producing deliverables on a defined schedule.

Budget estimate

$150,000 – $500,000

The solicitation does not disclose a contract value, but a two‑year professional services effort involving extensive facilitation, multiple detailed reports, and optional conference planning typically ranges between $150,000 and $500,000 for a mid‑size consulting firm. The lower bound assumes modest staffing and rates; the upper bound reflects higher‑priced senior experts, travel, and the optional conference component.
