Description

The City of Cleveland is seeking qualifications for the design and implementation of facility resiliency and energy efficiency improvements on a budget-neutral, performance-contracting basis. The project scope includes Public Safety facilities and sites, specifically all Fire and Emergency Medical Service (EMS) Stations. The selected provider will be required to provide a guaranteed energy savings performance contract, which will include the installation of energy savings equipment and material, and a financial arrangement that allows for payments to be made over 20 years or the average useful life of the implemented energy conservation measures. The provider will also be required to lead all aspects of project design, audit and assessment, documentation, permit, construction, purchasing, and approvals with the City, State, and/or other Authority Having Jurisdiction. Some key areas of improvement may include: • Exterior envelope • Interior finishes • Site development • Renewable energy • HVAC Systems • Plumbing and electrical systems The City expects to achieve several goals through this project, including reducing operating costs, improving building resiliency, improving environmental conditions, and improving maintenance and operation. The project will involve enhancements to existing fire stations, focusing on providing better delivery of Fire and EMS services, a living and working environment that meets contemporary best practices for health, safety, comfort, and quality of life, and enhancing training and readiness.

Budget estimate

$10,000,000 – $50,000,000

The exact budget amount is not specified in the document. However, based on the project description, it can be estimated that the budget will be in the range of $10 million to $50 million, considering the scope of the project, which includes 23 active fire stations, and the potential for additional projects. The financial package must be structured to ensure that the City's cost savings from the Energy Improvement projects will, at a minimum, cover the payments due during the term of the agreement, which is up to 20 years or the average useful life of the implemented energy conservation measures, whichever is shorter.
