Description
The California Secretary of State is seeking a qualified vendor to provide comprehensive translation, typesetting, and proofreading services for the November 3 2026 General Election Voter Information Guide(s) and related materials in nine mandatory languages, with the ability to add additional languages on request. The contractor must deliver print‑ready and web‑ready versions, adhere to strict formatting and accessibility standards, and maintain a robust quality‑assurance process. The award will be based on the lowest‑cost bid that meets all technical and certification requirements, with a performance period from late June through the end of 2026.
• Translate, format, and proofread ballot labels, VIG, TOPL, audio scripts, web content, and related notices into Spanish, Chinese (Traditional), Hindi, Japanese, Khmer, Korean, Tagalog, Thai, and Vietnamese.
• Provide Word and PDF deliverables that are ADA‑compliant, 2400 dpi, and match the English source page‑for‑page; support rapid 48‑hour turn‑around for court‑ordered changes.
• Meet personnel qualifications (minimum 5 years experience, certified translators/proofreaders, at least 4 proofreaders and 2 translators per language) and comply with multiple state preference programs (DVBE, Small‑Business, TACPA, etc.).
