Description

The Mississippi Department of Finance and Administration (DFA), through its Office of Statewide Strategic Sourcing, is establishing a Pre‑Approved Vendor List (PVL) for temporary staffing services across eight state regions. Vendors will submit hourly‑rate bids for four staffing categories (General Office Support, Administrative Office Support, Accounting Office Support, Warehouse Clerk) and may be placed on the PVL for a five‑year term (Feb 1 2027 – Jan 31 2032). Once on the list, state agencies can contract the vendor on an as‑needed basis without separate competitive bidding. The contract is indefinite‑quantity, fixed‑price per hour, with standard, weekend, holiday, and overtime rates. Vendors must maintain required insurance, meet minimum staff qualifications, and comply with agency policies. • Submit hourly‑rate bids for any or all four staffing categories in one or more of the eight geographic regions. • Deadline for questions: Oct 16 2026; bid submission deadline: Nov 10 2026, 5 pm CT. • Bid opening: Nov 13 2026; award notice expected Dec 10 2026. • PVL effective Feb 1 2027; vendors remain listed through Jan 31 2032. • Contracts are indefinite‑quantity; agencies pay only for hours actually worked. • Required insurance: Workers’ Comp, $1 M general liability, $100 k fidelity/bond. • Vendors must provide a pool of qualified staff within 48 hours of request and replace unsatisfactory staff at no extra cost. • Hourly rates must be firm for the PVL term unless a price‑adjustment clause is invoked (max 110 % of original rate).

Budget estimate

$300,000 – $5,000,000

The contract will pay vendors on an hourly basis for actual hours worked. Assuming a mid‑range vendor secures placement for an average of 2,000 hours per year across all categories at an average blended rate of $30 / hour, annual revenue would be about $60,000. Over the five‑year PVL term, total earnings could range from $300,000 (low‑volume vendor) to $5,000,000 (high‑volume vendor covering multiple agencies and regions). Factors influencing the budget include the number of agencies that select the vendor, the mix of standard vs. weekend/holiday hours, overtime usage, and any price‑adjustment events.
