Description

The City of Hayward is seeking proposals for the High Injury Network Safety Plan (Phase 2), which aims to develop a comprehensive plan to improve transportation safety and equity in the city. The plan will focus on seven corridors identified in the city's High Injury Network and will include tasks such as background research, data collection, public outreach, road safety audits, feasibility studies, conceptual plans, and cost estimates. The selected proposer will be responsible for completing these tasks and delivering a final plan that meets the city's needs. The city reserves the right to select one proposer team to conduct all locations or multiple proposers and assign locations as appropriate. Key aspects of the project include: • Applying the Safe System Approach to eliminate severe injury and fatal traffic collisions • Encouraging a multi-modal transportation network and reduction of vehicle miles traveled • Promoting investment of city funds and resources to improve access for all community members • Positioning the city to pursue funding for future phases • Developing a community and stakeholder outreach plan to engage with all users of the locations • Completing a road safety audit and feasibility studies to develop a thorough technical understanding of the corridors • Developing conceptual plans and cost estimates for each location The proposal should include a cover letter, team information, experience, approach, proposed scope of services, workplan, proposed schedule of charges, and proposed budget. The city will evaluate proposals based on criteria such as project management, project understanding and approach, work plan and fee, and qualifications of the firm/team.
