Operation and Management of the BLVD Market

The City of Lancaster is seeking a qualified and experienced operator to manage and promote the BLVD Market, a seasonal weekly Certified Farmers’ Market held in Downtown Lancaster. The selected contractor will be responsible for overseeing all aspects of market operations, including vendor management, regulatory compliance, setup and breakdown, and coordination with City staff and community stakeholders. The market serves as a vibrant community hub, offering fresh, locally grown food, artisanal products, and opportunities for public engagement. Some key responsibilities include: providing vendor management services, ensuring vendor compliance with permits and regulations, coordinating market setup and teardown, maintaining a healthy vendor mix, and providing general liability insurance. • The City provides the market space and logistical support. • The contractor may collect vendor fees to support operational costs. • The contractor is expected to provide a turnkey management solution that enhances the quality and visibility of the BLVD Market. • The contractor must comply with local, state, and federal regulations related to Certified Farmers Markets and public events. • The contractor must provide liability insurance and ensure vendor insurance compliance. • The contractor must maintain a minimum of 20 vendors each week, with a goal of 45. • The contractor must ensure an equal ratio of farmers, growers, prepackaged and prepared food vendors, as well as craft booths.
