Description
The State of Maryland’s Department of Housing and Community Development (DHCD) seeks a qualified small‑business consultant to provide comprehensive insurance and risk‑management services for its diverse housing, multifamily, and small‑business loan programs. The contractor will review policies, assess borrower and collateral compliance, advise on coverage options (builder’s risk, professional liability, flood, umbrella, etc.), develop best‑practice recommendations, and support DHCD staff with ongoing insurance monitoring and claims guidance over a three‑year fixed‑price contract.
• Minimum 3 years recent experience in insurance consulting for residential, multifamily, or commercial lending programs.
• Provide technical guidance on policy deductibles, exclusions, and compliance with Maryland and federal regulations.
• Conduct insurance compliance reviews, risk assessments, and produce recommendations for DHCD’s various divisions (CDA, DCA, DBD).
• Deliver deliverables during normal business hours with on‑call rotation for emergencies.
• Required key personnel: Project Manager with ≥5 years insurance‑consulting and project‑management experience.
• Contract is a Small Business Reserve (SBR) award, fixed‑price, 3‑year base period, no options.
