The Jacksonville Port Authority (JPA) is seeking a qualified professional engineering consulting firm to provide comprehensive crane engineering services for its maritime facilities. The work includes design, procurement assistance, inspection, construction‑management, value‑engineering, and condition‑assessment services for container‑handling cranes, rail‑mounted gantry cranes, mobile cranes, and related heavy‑lift equipment. The contract will be a three‑year master services agreement with the possibility of two one‑year extensions, paid on a time‑and‑materials basis (hourly rates) or lump‑sum for clearly defined tasks. The award will be based on qualifications rather than price, emphasizing staff expertise, past performance, and ability to meet schedule and budget constraints.
• Provide engineering design, specifications, and “Engineer of Record” services for new or retrofit crane projects.
• Conduct procurement technical assistance, vendor submittal reviews, and on‑site commissioning support.
• Perform construction‑management, QA/QC inspections, and condition assessments of existing crane assets.
• Deliver value‑engineering studies, cost estimates, and project‑management reporting via JPA’s E‑Builder system.
• Must maintain required certifications (FL PE license, TWIC, E‑Verify, professional liability insurance, etc.) and comply with maritime security training.
