The North Carolina Department of Health and Human Services (DHHS) is seeking a vendor to provide comprehensive tobacco-use cessation services via a toll-free, integrated tobacco-use telephone, texting, web service, including online chat, smartphone application, and counseling. The selected vendor will be responsible for providing evidence-based, comprehensive tobacco cessation services to all North Carolinians at no charge to the user. The services will include tobacco use screening, coaching, education, nicotine replacement, support materials, and referrals for all evidence-based tobacco cessation assistance. • The vendor must establish and implement QuitlineNC to provide tobacco use screening, coaching, education, nicotine replacement, support materials, and referrals for all evidence-based tobacco cessation assistance. • The vendor must provide a minimum of eight hours of live QuitlineNC services on January 1st, "New Year's Day," each year of the contract period of performance. • The vendor must provide a detailed description of the technical and management components of the proposed Solution. • The vendor must provide a description of the Vendor's experience implementing both incoming and exit transition plans. • The vendor must provide a detailed Incoming Transition Work Plan including a timeline of activities to guide the implementation of the QuitlineNC from date of award to "go live" date.
