The Confederated Tribes of the Colville Reservation seek a qualified Construction Manager‑at‑Risk (CMAR) firm to deliver a new 18,255 GSF pre‑engineered meat‑processing plant in Omak, WA. The CMAR will provide full pre‑construction services (budgeting, value‑engineering, design‑assist, permitting, GMP development) and manage all construction‑phase activities (staffing, schedule, budget, quality, safety, close‑out) under a guaranteed‑maximum‑price contract, with the facility required to be operational by September 30 2027. The firm must comply with Tribal Employment Rights Ordinance (TERO) and demonstrate experience on similar tribal or USDA‑grant projects. • Deliver comprehensive pre‑construction services, including GMP development and code/permit coordination. • Oversee full construction execution, budget control, schedule management, quality assurance, safety, and final close‑out. • Provide required insurance, bonds, and a TERO utilization plan before work commences. • Must attend a mandatory site‑visit on April 23 2025 and submit a complete electronic proposal by April 29 2026.
