Notice of Intent to Sole Source - L3 Harris Panoramic NVGs

The Federal Bureau of Investigation (FBI) intends to award a sole-source contract to L3Harris Technologies, Inc. for the procurement of Panoramic Night Vision Device – Fused (F-PANO) Night Vision Goggles (NVGS). The FBI believes that L3Harris Technologies is the sole developer and manufacturer of the F-PANO NVGs and is the only vendor capable of providing the proper support for the referenced equipment. • The contract will be for a firm-fixed-price. • The F-PANO NVGs are comprised of parts that are designed, developed, and proprietary to the manufacturer. • L3Harris Technologies does not currently authorize the reselling of the device. • The Government intends to negotiate with only one source under the authority of FAR 6.302-1. • Vendors must be registered in SAM.gov to be eligible for federal contracts.
