Description

The U.S. Coast Guard is seeking a commercial‑off‑the‑shelf passenger ferry (minimum 500‑passenger capacity) to support two pier‑side training events for the Maritime Security Response Team (MSRT) on the West Coast. The vessel will be used on September 8‑9 2026 for interior/deck activities such as CQB, CBRNE, and K‑9 exercises while moored; no underway, helicopter, or boat insertions are required. The contractor must provide the vessel, ensure it meets the capacity requirement, and be responsible for post‑training restoration. The Government supplies the range/safety plan and role players; no passengers are required. The contract is a firm‑fixed‑price, lump‑sum award covering both days. • Required vessel type: passenger ferry, 500–1,200 passenger capacity (minimum 500) • Performance dates: 08 Sep 2026 and 09 Sep 2026, 0800‑1600 each day (pier‑side only) • Scope: provide vessel, crew, and restoration; no helicopter/boat insertion, no high‑speed maneuvers • Location: secured pier on the West Coast (exact site not disclosed) • Contract type: firm‑fixed‑price RFQ, submission due 14 Aug 2026, 10:00 AM PT • Evaluation: price, technical compliance, past performance; vessel provider may count toward experience • Required insurance: per FAR 52.228‑5 for pier‑side charter operations.

Budget estimate

$100,000 – $300,000

No contract value is disclosed. Based on typical charter rates for a 500‑passenger ferry on the U.S. West Coast, daily hire costs range from $50,000 to $150,000 depending on vessel age, equipment, and crew requirements. Since the contract covers two full days (September 8‑9 2026) and is a lump‑sum award, the total award is likely to fall between $100,000 and $300,000. Additional costs could arise from insurance, fuel, and post‑training restoration, but these are usually included in the quoted price.
