The Department of Veterans Affairs (VA) is seeking a Service‑Disabled Veteran‑Owned Small Business (SDVOSB) to provide a commercial, off‑the‑shelf, web‑based subscription to a core collection of Wiley journals for the Veterans Health Administration. The contract will be a firm‑fixed‑price, 12‑month base period with four optional one‑year extensions. The vendor must be an authorized reseller of Wiley content and must support unlimited simultaneous users across the VA network, with IP‑based authentication, 508 compliance, and 24/7 technical support. Pricing will be evaluated using a Lowest‑Price‑Technically‑Acceptable (LPTA) methodology; the lowest‑priced offer that meets technical requirements will be awarded.
