Small and Medium-Sized Composting Facilities Environmental Impact Report, DRR25046

The State of California, through CalRecycle, is seeking a qualified environmental consulting firm to prepare a Program Environmental Impact Report (PEIR) for small‑ and medium‑sized composting facilities across the state in compliance with CEQA. The contractor will develop a Draft EIR by late August 2026, a Final EIR by early December 2026, and deliver a certified Program EIR by January 1, 2027. Work includes impact identification, risk assessment of waste streams, mitigation planning, and recommendation of best management practices. All submissions are to be made via CalRecycle’s electronic bid portal. • Prepare Draft, Final, and Certified Program Environmental Impact Reports for small/medium composting facilities. • Conduct CEQA compliance analysis, risk assessments, and develop mitigation measures and BMPs. • Deliver reports on the schedule: Draft EIR by 30 Aug 2026, Final EIR by 1 Dec 2026, Certification by 1 Jan 2027. • Submit all required documentation through the CalRecycle e‑Bid system; no performance bond required.
