Basic Ordering Agreement for Steel

This Basic Ordering Agreement (BOA) solicitation seeks qualified vendors to supply a broad inventory of raw metal stock and components—including steel angles, plates, beams, channels, pipes, round bars, sheets, and specialty items such as steel grit—across multiple U.S. Army depots and manufacturing sites. The procurement follows a three‑step framework: (1) a combined synopsis/solicitation where qualified vendors are pre‑qualified via this RFP; (2) execution of no‑cost, multi‑award BOAs valid up to five years; and (3) subsequent order‑level competitive RFQs issued to BOA holders. Technical compliance requires completion of a detailed product description questionnaire, CMMC Level 2 certification, and adherence to subcontracting limits (≥ 50 % of manufacturing cost performed by the prime). The award will be based solely on technical acceptability; price is not evaluated at the BOA stage.
