The State of Minnesota is seeking proposals for a modernized education data management system to improve access to timely, validated, secure, and meaningful student information for both state-level and district-level users. The selected responder will provide all software, professional and technical services to design, develop, and implement the System within timelines specified in this RFP. The System will include data interoperability, data management, data experience, and system support. Key features of the System include a centralized data hub, real-time data pipeline, data validation and error reporting, and predictive analytics. The State is seeking an experienced managed service provider to ensure the System remains reliable, secure, and up-to-date. Some key tasks and deliverables include meeting with State staff, providing software and enhancements, complying with security policies, and providing ongoing support and maintenance. • The System will be built using commercial-off-the-shelf (COTS) and open-source components. • The System will be hosted on a cloud platform, with Azure hosting preferred but not required. • The System will include data validation and error reporting, as well as predictive analytics and data visualization. • The System will provide real-time data access and snapshot data (e.g. fall and end-of-year) for state, federal, and public reporting. • The System will include a centralized data hub and real-time data pipeline. • The System will provide secure user access to validated data and secure API access for system integration. • The selected responder will provide all software, services, support, and maintenance necessary for the System.
