The Department of Elementary and Secondary Education (DESE) is creating a pre‑qualified master agreement list of vendors to operate performance‑test sites for Career and Technical Education (CTE) teacher licensure across 44 test areas. Vendors may be awarded contracts to provide fully equipped testing facilities, consumables, and staffing to administer the NOCTI‑managed exams, with the goal of ensuring statewide geographic coverage and meeting small‑business participation preferences.
• Provide a performance‑test site (lab/testing room) with equipment, consumables, and safety compliance for one or more of the 44 CTE test areas.
• Coordinate with NOCTI for exam registration, logistics, and security policy adherence.
• Submit an all‑inclusive rate proposal (hourly/daily) valid for at least two years; rates may be reviewed every 24 months.
• Offer equity narrative and prompt‑payment discount to earn evaluation points; SBPP registration gives preference for contracts ≤ $250,000 annually.
• Master agreement term runs July 1 2024 – June 30 2029, with optional two‑year renewals through 2033, contingent on performance during prior periods.
