Description

The Massachusetts Department of Elementary and Secondary Education (DESE) is issuing a Departmental Master Agreement to identify providers who will deliver SEI (School‑Enabled Improvement) endorsement courses on a fee‑for‑service basis to educators and/or school districts. The agreement is open for use by any district that wishes to contract separately under the master agreement, with no maximum obligation stated. Vendors may offer blended‑learning, fully‑online, or both formats, and must provide qualified instructors, appropriate facilities or technology, and comprehensive record‑keeping for seven years. The contract runs from July 1 2025 through June 30 2030, and bids may be submitted electronically via COMMBUYS until October 31 2029. • Scope: Provide SEI Teacher (45‑hr) and Administrator (15‑hr) endorsement trainings, chargeable to districts or individual participants. • Delivery Options: Blended learning (in‑person + online) or fully online; must meet accessibility, technology, and LMS requirements. • Vendor Requirements: Approved PDP issuer, ability to act as fiscal agent, compliance with DESE IP and CORI background‑check policies, and maintain seven‑year records.

Budget estimate

$500,000 – $2,000,000

No contract value is disclosed, but the master agreement allows per‑participant fees. Assuming an average fee of $2,000‑$3,000 per participant, with an estimated 200 participants per year over a 5‑year term, total revenue could range from $2 million to $3 million. Accounting for administrative overhead and potential discounts, the contractor’s net earnings might be roughly $500,000 – $2,000,000 over the life of the agreement.
