Description

The City of Holland and the Holland Board of Public Works are seeking a qualified consulting firm to provide comprehensive preliminary engineering, design, construction engineering, and contract administration services for the Holland Intermodal Port Improvements Project. The effort includes completing NEPA, Section 106, and other federal environmental reviews, producing 30 % design documents, topographic surveying, utility coordination, permitting, construction staking, resident inspection, materials testing, public engagement, and full grant administration for a $11.25 million MARAD‑funded port infrastructure grant. The consultant will lead a multi‑disciplinary team, coordinate closely with MARAD, and deliver detailed cost estimates, specifications, schedules, and final record drawings. • Scope covers seawall reconstruction, site improvements at #64 Pine Avenue, and associated public road/right‑of‑way upgrades. • Required deliverables: NEPA EA, Section 106 compliance, 30 % design plans, topographic survey, utility coordination, permitting (including CSX), construction staking, resident inspection (≈ 60 hrs/week), materials testing, public outreach, and grant administration. • Mandatory site visit with MARAD in November 2026; optional pre‑bid meeting on 22 Sep 2026. • Proposal deadline: 4 PM, 9 Oct 2026 (sealed submission). • Evaluation based on technical approach, relevant MARAD experience, qualifications, cost, and local presence. • Anticipated project timeline: grant agreement late 2026/early 2027, seawall construction 2027‑2028, site work and road improvements 2028. • Consultant must provide detailed cost/level‑of‑effort breakdown for three main work areas.

Budget estimate

$500,000 – $1,500,000

The overall project budget is $11.25 million (grant funding). Consulting services for preliminary engineering, design, environmental compliance, and contract administration typically range from 5 % to 12 % of total project cost for a complex, federally‑funded infrastructure program. Assuming a mid‑range fee of ~ 7 %, the consultant’s total compensation could be roughly $750,000. To accommodate variability in scope, a reasonable estimate range is $500,000 – $1,500,000. Factors influencing the final amount include the depth of NEPA work, number of subcontractors, hourly rates for senior engineers, and the extent of public‑engagement activities.
