Description

The County of Orange Health Care Agency is soliciting applications from qualified licensed facilities for the Community Care Expansion (CCE) Preservation Program: Program II - Capital Projects. The program aims to provide funding for the rehabilitation of eligible licensed adult and senior care facilities that serve Supplemental Security Income/State Supplementary Payment (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI) applicants and recipients. The program has two components: Operating Subsidy Payments and Capital Projects. Eligible facilities may apply for one or both programs. The capital projects component will provide funding for physical repairs and upgrades to prevent facility closure or meet licensing requirements. The program is expected to conclude by September 30, 2028, and will benefit approximately 200 individuals. Key aspects of the program include: • Eligible facilities must be licensed Adult Residential Facilities (ARF), Residential Care Facilities for the Elderly (RCFE), or Residential Care Facilities for the Chronically Ill (RCFCI) • Facilities must serve at least one qualified resident and be in good standing with the Community Care Licensing Division (CCLD) • Facilities must have a critical gap in their financial ability to make needed repairs or upgrades • The program will prioritize projects that address health, safety, regulatory compliance, or cosmetic improvements • Facilities must agree to continue serving qualified residents and prioritize applications from individuals experiencing or at risk of homelessness • Facilities must have a documented process for serving the prioritized population and a staffing plan to manage residents, awarded funds, and projects during the grant term

Budget estimate

$200,000 – $1,000,000

The budget for this opportunity is estimated to be around $1,000 per resident who receives SSI/SSP or CAPI, with a total of approximately 200 individuals expected to be benefited. The total budget for the program is estimated to be around $200,000 to $1 million, considering the number of facilities and residents that will be served. However, the exact budget amount is not specified in the document. The factors that may influence the likely payment range include the number of facilities that apply and are selected for the program, the number of residents served by each facility, and the specific needs and requirements of each facility.
