Medical/Telehealth/Pharmacy, Wellness, Health Savings Account (HSA) and Health Reimbursement Arrangement (HRA) Administration, Dental, and Employee Assistance Program (EAP) Coverage

The City of Tucson is seeking proposals for Medical/Telehealth, Pharmacy, Wellness, Health Savings Account (HSA) and Health Reimbursement Arrangement (HRA) Administration, Dental, and Employee Assistance Program (EAP) Coverage for its employees and retirees. The contract is expected to start on July 1, 2026. Offerors may bid on one or more of the lines of service. The City expects to receive a comprehensive response that meets the minimum service levels outlined in the solicitation. • The Medical/Telehealth line of service includes HSA and HRA administration. • The Pharmacy line of service includes pharmacy benefit management. • The Wellness line of service may be awarded to more than one contractor. • The EAP line of service includes employee assistance programs. • The Dental line of service includes dental coverage. The City has approximately 4,174 benefit-eligible active employees and 2,306 benefit-eligible retirees. The successful offeror will be required to provide services that meet the City's requirements, including network/provider access, method of approach, costs, discounts, and performance guarantees.
