Description

The City of Richmond, in partnership with Veolia Water West, is seeking a qualified contractor to replace 29 segments of the city’s Grade 5 sanitary sewer collection line (approximately 12,000 ft total) with new 8‑inch pipe, including associated manhole replacement, traffic and pavement restoration, and post‑construction CCTV inspection. The contract is a lump‑sum base‑bid with supplemental items for changes, requires a 10 % bid bond, 100 % performance and payment bonds, and extensive insurance. Work must be completed by the end of 2026 with substantial completion by 31 Dec 2026 and final completion by 30 Jan 2027. The project includes design sub‑tasks, utility and traffic management, and compliance with prevailing‑wage and safety requirements. • Replace existing 6‑in. (and one 8‑in.) sewer pipe segments with new 8‑in. pipe, trenching, shoring, and pipe‑bursting methods. • Remove/replace manholes, restore pavement, striping, and install new intermediate manholes where required. • Conduct pre‑ and post‑construction NASSCO‑graded CCTV surveys, provide as‑built drawings, and complete all required permits and environmental handling. • Mandatory pre‑bid meeting on 11 Mar 2026; electronic bid submission due 13 Apr 2026; bonds, insurance, and licensing must be submitted with the bid.

Budget estimate

$2,500,000 – $5,000,000

Based on the roughly 12,030 ft of 8‑inch pipe to be installed, typical industry costs (including excavation, pipe‑bursting, manhole work, traffic control, and restoration) range from $150‑$250 per foot. This suggests a base construction cost of $1.8‑$3.0 M, with additional design, bonding, insurance, and close‑out items bringing total contract value to approximately $2.5‑$5.0 M. The estimate assumes average site conditions and standard material prices for the Richmond market.
