The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific, intends to award a sole source contract to Herrick Technology Laboratories, Inc. (HTL) for the procurement of a Position, Navigation, and Timing (PNT) and reference module. The module must include Global Navigation Satellite System (GNSS) capability, 100 MHz references utilizing a low-noise chip-scale atomic clock, and compatibility with the HTLv-23 3U VPX dual transceiver module. • The Government has determined that no available alternatives exist that meet all minimum salient characteristics. • A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. • All responsible sources may submit a capability statement, bid, proposal, or quotation, which shall be considered by the agency.
