Description
The Borough of Tinton Falls is seeking a licensed professional planner to provide comprehensive affordable‑housing planning services for the 2026 contract year. The consultant will act as the municipality’s primary liaison with the Council of Affordable Housing (COAH), prepare regulatory comments, attend meetings, produce reports, and maintain the Borough’s compliance with COAH certifications, Fair Share Plan obligations, and related state statutes. The work is performance‑based, requiring ongoing interaction with municipal staff, developers, and state agencies, and must be delivered within a one‑year contract period (Jan 1 2026 – Dec 31 2026).
• Review and summarize COAH regulations; draft comments and responses for the Borough.
• Attend COAH and municipal meetings, prepare and file required reports, and monitor legislative changes affecting affordable‑housing policy.
• Provide consulting on fee statutes, implementation schedules, affirmative marketing plans, and two‑year monitoring reports, plus any other planning services needed to keep the Borough’s COAH certification current.
