The City of Birmingham is seeking a qualified developer to finance, design, construct, operate, and maintain a landfill‑gas‑to‑energy (LFGE) facility at its two municipal landfills. The developer will assume all costs and will be compensated based on the quantity/quality of gas delivered or via a revenue‑share arrangement. The scope covers full project lifecycle services including feasibility, permitting, engineering, construction, operation, maintenance, environmental compliance, and marketing of the produced energy and associated credits. The contract spans an initial 20‑year term with two optional five‑year extensions.
• Finance and assume all risks for planning, design, construction, operation, and maintenance of LFGE facilities.
• Deliver and market landfill gas, energy, and related tax credits; receive payment from the City based on gas quantity/quality or revenue share.
• Provide full permitting support (air, water, solid‑waste) and ongoing environmental monitoring and reporting.
• Submit a comprehensive technical, financial, and team qualification proposal within strict page limits and mandatory DBE participation (minimum 51 % DBE ownership).
