PROFESSIONAL CONSULTANT SERVICES TO IMPLEMENT A COORDINATED INTEGRATED MONITORING PLAN (CIMP) AND WATERSHED MANAGEMENT PLAN (WMP) FOR THE EAST SAN GABRIEL VALLEY WATERSHED MANAGEMENT GROUP PERMITTEES

The City of Pomona seeks a qualified professional consulting firm to implement the Coordinated Integrated Monitoring Plan (CIMP) and Watershed Management Plan (WMP) for the East San Gabriel Valley Watershed Management Group (cities of Claremont, La Verne, Pomona, and San Dimas). The consultant will coordinate with the four permittee cities, conduct extensive storm‑water monitoring, manage data and reporting, and execute a Time‑Schedule Order that includes design and permitting of multiple dry‑well installations. The effort is a three‑year professional‑services contract with two optional one‑year extensions. • Perform project management, stakeholder coordination, and up to 12 status meetings per contract term. • Implement CIMP monitoring: autosampler permitting, wet‑weather and dry‑weather water‑quality sampling at multiple receiving‑water and outfall sites, toxicity testing, and rapid reporting of results. • Prepare semi‑annual, annual, and final monitoring reports for the LA Regional Water Quality Control Board and support the Group’s Watershed Management Plan. • Deliver the Time‑Schedule Order milestones (design, permitting, and construction of dry‑well sets) on schedule (first set by 30 Jun 2027, second set by 30 Jun 2030, final TMDL by 14 Jun 2031). • Provide adaptive‑management reviews, ad‑hoc technical support, and time‑and‑materials services for any extra work authorized by the Group.
