Description

The City of Hermosa Beach is seeking a qualified consultant or firm to develop a comprehensive Vulnerability Assessment and Sea‑Level‑Rise Adaptation Plan (SLRAP) that will update and integrate with the City’s Local Coastal Program in compliance with Senate Bill 272 and the Ocean Protection Council grant requirements. The scope includes technical analysis of coastal flood risks, community outreach, development of adaptation strategies, and drafting policy language for LCP updates. Deliverables span an initial VA, a draft and final SLRAP, community‑vision statements, and integration documents, with a project timeline that runs through February 2029. • Conduct a detailed sea‑level‑rise vulnerability assessment for Hermosa Beach, including GIS‑based modeling and exposure analysis. • Develop a multi‑phase adaptation plan with cost‑edged strategies, stakeholder‑engagement components, and policy recommendations for the Local Coastal Program. • Produce outreach materials, hold community workshops, and synthesize public input into the final deliverables.

Budget estimate

$500,000 – $600,000

Exhibit 1 lists a total project budget of $583,307 (personnel plus subcontractor costs). Assuming a competitive bid, the award could range from roughly $500 k (if the City negotiates down) to $600 k (if the full ceiling is used). Factors influencing the final amount include the chosen pricing structure (lump‑sum vs. time‑and‑materials), any optional services added by the vendor, and allowable overhead on direct costs.
