The Confederated Tribes of the Colville Reservation is seeking a consultant to conduct a comprehensive feasibility study for establishing a tribally owned composting enterprise. The study should include a market analysis, feedstock assessment, and recommendations for implementing a composting program. The selected firm will be required to provide a detailed report outlining the feasibility of the project, including the potential market demand, costs, and benefits. The report should also include recommendations for staffing, equipment, and infrastructure needs.
