The City of Saco, Maine is seeking a qualified firm to conduct a comprehensive commercial re‑valuation of all taxable business and commercial properties within the city, determine “just value” for each parcel, and produce a detailed assessment manual with training for city staff. The contractor will perform field inventories, apply market, cost, and income appraisal approaches, deliver electronic and hard‑copy records, and support the assessor through hearings and post‑project ratio studies.
• Create an accurate inventory of ~447 commercial/industrial parcels and determine separate land and building values as of April 1 2024.
• Develop a Commercial Property Assessment Manual and provide on‑site training for the city’s assessor and staff.
• Deliver monthly progress reports, final data packages, owner notices, and a post‑revaluation market‑data and sales‑ratio study, with retainage and liquidated‑damage provisions.
