RFP Private Development Projects Environmental Review

The Los Angeles City Attorney’s Office is seeking proposals from qualified law firms to provide legal services related to the approval and issuance of entitlements and permits by City Departments, including environmental review of City projects. The selected firm will be expected to provide as-needed litigation support, advice on pre-approval or pre-litigation compliance with the California Environmental Quality Act, and other related legal services. The firm should have demonstrated expertise in litigating issues relating to CEQA and land use requirements, as well as knowledge of the California Environmental Quality Act, State land use and planning laws, and City of Los Angeles codes and rules. • The scope of work includes providing legal services to the City, related to the approval and issuance of entitlements and permits by City Departments. • The selected firm will be expected to provide as-needed litigation support in lawsuits challenging the City’s issuance of entitlements and permits for private development. • The firm should have expertise in the following areas: The California Environmental Quality Act, State land use and planning laws, Constitutional doctrines applicable to a City’s approval of private development, and City of Los Angeles codes and rules. • The firm should have experience in defending lead agencies in CEQA lawsuits or challenges to land use decisions. • The firm should have experience advising on the preparation and processing of environmental documents and findings under CEQA or NEPA.
