Description
The NOAA Pier at Naval Station Newport, RI requires a comprehensive Operation & Maintenance (O&M) manual for its wastewater collection and conveyance system. The contractor will develop a detailed plan that addresses routine operation, preventive maintenance, inspection protocols, monitoring requirements, and emergency response procedures in compliance with Rhode Island Department of Environmental Management regulations and industry best practices. The final deliverable is due by December 31 2026, and quotes must be submitted electronically by September 24 2026.
• Scope: Produce a full O&M plan covering operation, maintenance, inspection, monitoring, and emergency response for the sewer system serving NOAA’s pier.
• Deliverable: Written manual (digital format) submitted by 12/31/2026.
• Contract type: RFQ (fixed‑price, non‑negotiated).
• Evaluation criteria: Technical acceptability, past performance, and price (pass/fail).
