Description
The Defense Logistics Agency (DLA) – Energy is seeking a contractor to provide alongside aircraft refueling services at the Marine Corps Air Station (MCAS) Camp Pendleton, CA. The contractor will be responsible for furnishing, managing, maintaining, and operating government-owned, contractor-operated (GOCO) facilities and equipment on a 24/7 basis. The contractor will also be required to provide services such as fuel receipt, storage, issue, accounting, and quality assurance. The contract will be for a period of 48 months with options for extension. The contractor must have experience in providing similar services and must demonstrate a thorough understanding of the requirements outlined in the Performance Work Statement (PWS). Some key aspects of the job include:
• Providing all necessary personnel, equipment, and facilities to perform the required services
• Maintaining accurate inventory records and accounting for all government-owned products
• Ensuring compliance with all applicable laws, regulations, and directives
• Providing a staffing approach that demonstrates understanding of personnel requirements
• Demonstrating knowledge of product receipt, storage, issue, accounting, and quality assurance functions
• Maintaining accountability and quality of DWCF product
• Ensuring compliance with DLA Energy policies and the PWS
• Providing procedures to maintain safe ingress/egress and prevent potential congestion
• Demonstrating an understanding of requirements for contractor-furnished facilities and equipment
The contractor must also provide a detailed explanation of their approach to providing the required services, including their staffing plan, concept of operations, and maintenance plan.
