Marin County’s Office of the County Executive is seeking a cloud‑based, integrated budgeting and Capital Improvement Plan (CIP) management system that will replace a patchwork of legacy tools and produce the County’s annual budget and CIP books. The solution must integrate with the County’s Tyler Enterprise ERP (Munis) SaaS, support multi‑year forecasting, configurable reporting, workflow automation, and meet WCAG 2.2 AA accessibility standards. The vendor will provide full implementation, data migration, training, and a 12‑month post‑go‑live support window, with the possibility of contract extensions in two‑year increments.
• Core functions: budget development, position budgeting, CIP project tracking, automated budget‑book and CIP‑book generation, and secure SSO (SAML 2.0).
• Technical requirements: SaaS hosting, API/flat‑file integration with Tyler ERP, role‑based access, WCAG 2.2 AA compliance, ISO 27001‑aligned security, and support for ~380 named users (35‑50 concurrent data‑entry).
• Deliverables: implementation plan, configuration, data migration (≥5 years historical), user training, help‑desk support, quarterly performance reports, and ongoing license/maintenance fees.
