Description

The US Army Corps of Engineers is conducting a market survey to determine if there are a reasonable number of interested small business concerns to set aside a future project for them. The project involves developing an installation-level microgrid at Fort Buchanan, Puerto Rico, comprising four continuous-duty 2 MW diesel generators and a 5 MWh battery energy storage system (BESS). The project will integrate a comprehensive microgrid control system, existing large-scale onsite renewable energy generation, and other necessary site work. Interested contractors should respond to this survey by email, including identification and verification of their small business status, experience with similar projects, and other requested information. • The project will integrate a comprehensive microgrid control system. • The project will include installation of a 5 MWh battery energy storage system (BESS). • The project will integrate existing large-scale onsite renewable energy generation. • The project will include installation of twelve 12,000-gallon above-ground, ballistic-resistant diesel fuel tanks with a fuel polishing system. • The project will include all necessary site work, start-up commissioning, interconnection agreement completion, security assessment & authorization, and all associated costs.

Budget estimate

$25,000,000 – $100,000,000

The estimated cost range for this project is between $25,000,000 and $100,000,000. This range is likely due to the complexity and scope of the project, which involves the development of an installation-level microgrid, including the construction of power transmission lines, communication systems, and other necessary site work. The lower end of the estimate, $25,000,000, may be due to the potential for economies of scale and the use of existing infrastructure, while the higher end, $100,000,000, may be due to the need for additional construction, equipment, and labor. The actual budget for the project will depend on various factors, including the contractor's experience, the project's complexity, and the level of competition for the contract. Given the project's scope and complexity, a reasonable estimate for the budget would be around $50,000,000 to $75,000,000.
