Description

The Bureau of Justice Statistics is seeking a contractor to collect, process, and analyze data for the Annual Surveys of Probation and Parole (ASPP) from 2026 to 2030. The goal of the ASPP is to accurately report on the number of individuals involved with correctional supervision in the community. The contractor will collect data from state-level respondents and central reporters to minimize burden on the public. The project will begin on October 1, 2026, and end on September 30, 2031. Key aspects of the project include: • Collecting data from 52 agencies for the Annual Survey of Parole • Collecting data from 229 central reporting agencies and those supervising at least one person on felony probation for the Annual Survey of Probation • Collecting data from about 548 agencies supervising people on misdemeanor probation only for the Annual Survey of Probation-Misdemeanor Supervision • Reducing burden on respondents by using central reporters wherever possible • Improving the Annual Probation Survey in response to different populations • Addressing challenges in determining the quality of data when some respondents report the population as a count of supervised individuals and others report the number of cases probation or parole officers handle.

Budget estimate

$2,000,000 – $2,500,000

The estimated funding for this project is $2,250,000. This amount will likely cover the costs of data collection, processing, and analysis for the five reference years of ASPP data. The actual budget may vary depending on the contractor's proposal and the agency's evaluation of the costs. Factors that may influence the likely payment range include the complexity of the data collection, the number of respondents, and the level of analysis required.
