Evaluation of Pierce County’s Sales and Use Tax for Behavioral Health and Therapeutic Courts

Pierce County is seeking a contractor to evaluate the effectiveness of its Sales and Use Tax for Behavioral Health and Therapeutic Courts. The tax provides funding for expanded access to behavioral health services for Pierce County residents. The consultant will assess the efficiency and effectiveness of the administration of funds to programs receiving funding from the tax, identify performance measurements and targets, and evaluate the impact of funded programs on the community. The scope of work includes analyzing the organizational structure and operational practices developed for the administration of the tax, comparing them with those used in other jurisdictions, and identifying potential areas for improvement. • The contractor will evaluate the effectiveness of funded strategies, programs, and services in targeting the needs forecasted in the six-year plan and aligning with the policy goals outlined in the enacting legislation of the tax. • The contractor will assess the impact of funded programs on the community through qualitative and quantitative data. • The contractor will identify potential areas for improvement in the organizational structure and operational practices developed for the administration of the tax. • The contractor will compare the structures and practices used in Pierce County with those used in other jurisdictions. • The contractor will evaluate the cost-effectiveness of funded programs and services.
